Linux bridges are automatically set UP when
any parent interface is UP.
But for OVS bridges it doesn't work.
For dpdk and non-dpdk bridges, always create a
config file in /etc/network/interfaces.u/ and
bring the bridge interface up after it is configured,
even if it doesn't have IP address.

This typo mistake affects behavior of user.present module function
as it uses 'useradd' linux utility under the hood.
Missing USERGROUPS_ENAB parameter == do not create user groups by default.
This change in behavior of useradd util breaks all states, which are relaying
on creation of user group during new user creation procedure, e.g. set up
cassandra backups.

Since we added to nstat's telegraf plugin the possibility
to collect data from `/proc/net/softnet_stat` regarding
dropped packets and rx_net_action a.k.a time squeeze, we need to enable
it globally on all hosts.
Also grafana dashboard update to include new graphs + added four
new Prometheus alers.

A minus at the end of a block prevents whitespace to be added.
In this particular case a new line between the last parameter in a section
and the next section is ommitted. The result looks like this:

If ovs port is virtual, we use OVSIntPort to create it.
Otherwise it should be OVSPort.
I've added new key: ovs_port_type to not intersect with current
deployments and not hurt anyone.
I've updated doc to have an example of ovs peering patch.

Currently when Salt starts setup-loopback-device service
systemd executes losetup command and even if it worked
successfully, systemd marks service as inactive(dead).
And Salt considers service as dead. In order to fix
this behavior, we need to add RemainAfterExit=true to
loopback systemd unit template.

* create system.netconsole.target dict
* set a record with IP address and MAC and interface as subdict
It works with both static and DHCP interfaces, and applies online.
You could use bash-scripting in netconsole.conf.
You could override the MAC.
